Different spellings and forms of Shura across languages
Shura appears directly in Surah 42 (Ash-Shura), which is named after this principle. The surah emphasizes that believers should conduct their affairs through mutual consultation. Additionally, Prophet Muhammad is instructed in Surah 3:159 to 'consult them in the matter' (wa-shawir-hum fil-amr), establishing shura as a Quranic imperative for Islamic leadership. The concept appears in the root form ش و ر throughout the Quran, indicating its centrality to Islamic governance.
